Budget Literacy as a Tool for Enhancing Public Participation
Do you know how the State Budget is spent? Making budget information publicly available is not enough—it is equally important that citizens understand it. This thesis provides a scientific analysis of the relationship between budget literacy, budget transparency, and public participation in budget decision-making. Drawing on international experience, the findings of the Open Budget Survey 2023, and Uzbekistan's ongoing budget reforms, the paper highlights effective mechanisms for strengthening public oversight.
