The Openness Index and the Effectiveness of Anti-Corruption Efforts: An Institutional Analysis of Uzbekistan's Experience

This article provides an institutional analysis of the level of openness in the activities of public authorities and its impact on the effectiveness of anti-corruption efforts using the case of Uzbekistan. The study examines the methodological foundations of the openness index, transparency of the state budget and public procurement, as well as practical mechanisms for the implementation of the right to access information. Based on the dynamics of international indicators, the relationship between openness and the control of corruption is identified.

The findings indicate that a comprehensive legal and organizational framework for ensuring openness has been established in the country. However, existing evaluation mechanisms mainly focus on recording the availability of information, while its quality, practical usefulness, and actual impact are not sufficiently assessed. Based on this, proposals have been developed to improve the openness system by incorporating criteria related to effectiveness and the reduction of corruption risks.
