Improving Practical Mechanisms for Applying Environmental Criteria in the Public Procurement System of the Republic of Uzbekistan
This paper examines the practical mechanisms for applying environmental criteria within the public procurement system of Uzbekistan. The primary focus is on integrating environmental criteria across three stages of the procurement process: the procurement object, the bidders, and the evaluation of proposals. Based on the experience of the European Union and Japan, the study
demonstrates the need to standardize environmental criteria, express them through quantitative indicators, and integrate them into planning and reporting systems. Furthermore, the study develops practical proposals to ensure the implementation of the established share of green public procurement.
