Will the fare increase again? In recent years, the number of passengers using public transport in the city of Tashkent has increased significantly. Bus services are improving, and fare revenues are also growing. However, the anticipated subsidy burden is not decreasing; on the contrary, the amount of funds allocated from the budget to finance public transport continues to rise.

Why isn't the "more passengers—more revenue—less subsidy" principle working? While the number of passengers increased by 26.2%, why did the share of subsidies increase from 64.3% to 65.1%? What does the experience of London and Singapore show?
