On November 5 of this year, a briefing was delivered at a meeting of the Budget and Economic Affairs Committee of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on the implementation of the Key Performance Indicators (KPIs) established for the Deputy Ministers of Economy and Finance for the first three quarters of 2026. The meeting reviewed the performance of the Ministry’s leadership, key macroeconomic indicators, the implementation of tasks related to the state budget and social policy, as well as the objectives to be achieved by the end of the year.

To improve the performance of public officials, ensure the timely and effective achievement of the objectives set out in the Uzbekistan–2030 Strategy, and strengthen the accountability of heads of republican and local executive authorities and economic associations, the President of the Republic of Uzbekistan adopted Decree No. PF-49 dated March 13, 2024, “On Measures to Improve the System for Evaluating the Performance of Republican and Local Executive Authorities and Economic Associations.”

Within the framework of implementing the Decree, Resolution No. 463 of the Cabinet of Ministers dated July 31, 2024, established procedures for evaluating the performance of heads and deputy heads of republican executive authorities and economic associations based on key performance indicators. KPI implementation data are recorded on the “samaradorlik.uz” electronic platform at the end of each quarter and verified by the responsible organization’s staff. The KPIs, roadmaps for achieving them, and action plans to be implemented in the regions are approved annually by the Cabinet of Ministers.

The key objectives set for the year include ensuring real GDP growth of at least 6.6 percent, increasing GDP per capita to UZS 52.3 million, achieving an 8.3 percent increase in industrial production, and raising the share of state budget revenues relative to the annual GDP forecast to 18.7 percent.

In addition, the allocation of funds from centralized sources of the State Budget for construction and renovation works under the Social and Production Infrastructure Development Program is envisaged in accordance with approved targeted lists.

At the end of the first quarter of 2026, the overall performance across 46 KPIs reached 100.0 percent. In particular, GDP growth amounted to 8.7 percent, against a target of 6.1 percent. GDP per capita reached UZS 11.7 million, compared with the target of UZS 10.1 million.

The value added in industry reached USD 10.3 billion, against a target of USD 8.4 billion. Expenditure optimization at large state-owned enterprises amounted to UZS 5,057 billion, exceeding the target of UZS 4,670 billion. Regarding the financing of subsidies, loans, and grants allocated to members of families included in the Social Register, the source document reports a target of UZS 50 trillion and an actual figure of UZS 53.6 billion.

At the end of the second quarter, the overall performance across 51 KPIs reached 99.4 percent. GDP growth stood at 8.5 percent, compared with the target of 6.3 percent. GDP per capita amounted to UZS 28 million, against the target of UZS 23.8 million.

The value added in industry reached USD 22.5 billion, compared with the target of USD 19.3 billion. The KPI for achieving an 8 percent increase in industrial production was 100 percent fulfilled.

At the end of the third quarter of 2026, the overall performance across 50 KPIs reached 99.9 percent. GDP growth amounted to 8.3 percent, against the target of 6.4 percent. The value added in industry reached USD 37.4 billion, compared with the target of USD 30.5 billion.

The results presented for the three quarters demonstrate that the implementation of KPIs has been monitored across key macroeconomic indicators, industrial development, state assets, and social support measures.

At the meeting, the importance of ensuring the timely and high-quality implementation of the KPIs established for the Deputy Ministers of Economy and Finance was emphasized, in accordance with the tasks set out in decrees and resolutions of the President of the Republic of Uzbekistan and the Cabinet of Ministers, by the end of the current year.
