International Expertise to Enhance the Efficiency of Public Finance
On 14 August 2026, the Institute held a working meeting with Amanda Saye, Senior Economist in the Fiscal Affairs Department of the International Monetary Fund (IMF). In 2018, she led the IMF mission that conducted Uzbekistan’s Fiscal Transparency Evaluation.
The meeting focused on further areas for improving public financial management. The Institute received a number of expert recommendations that will be taken into account in its future analytical work.
One of the key areas of focus was tax expenditures, particularly the need to systematically assess the budgetary cost of tax incentives, the objectives for which they are granted, and their actual effectiveness.
Particular attention was also given to aligning budget policy with the Sustainable Development Goals (SDGs). Participants discussed an approach under which this linkage is established through government programmes, their objectives, and measurable results, rather than by formally assigning individual expenditure items to specific SDGs.
The importance of continuing the transition towards budget planning focused not only on the volume of financing but also on the final outcomes achieved through the use of public funds was also emphasized.
The Institute will use the recommendations received in preparing proposals for further improvements to the public financial management system.
